The goal of the policy is the constant availability of effective, affordable, safe, and good quality drugs in all sectors of the national health system as well as improve the quality of health care through the rational use of drugs.
National drug policy can, therefore, be defined as the expression of the way drugs are to be selected, procure, distributed, produced, used, regulated, and control in other to solve the priority health care problem.

For effective implementation, a multi-sectoral committee embracing those that are responsible for national planning and health as well as those responsible for industrial and fiscal policies of the nation should undertake the formulation of a national drug policy.
A good and balanced drug policy requires a prior analysis of the health needs and demand for drugs.
Essential drug list, on the other hand, is defined as drugs needed for the health care of the majority of the population and therefore be available at all times in adequate amount, at suitable dosage forms and suitable price. It is based on the experience of health care workers with patients like doctors, nurses, pharmacist etc.

The list consists of drugs that have been grouped or scheduled to be managed effectively by medical personnel. The groupings are prescription only medicines (P.O.M), control drugs (C.D) and over the counter (O.T.C) drugs. Cd can also be called narcotic or controlled substances.
POM are drugs that are only sold by the pharmacist with a prescription from a prescriber while OTC is drugs that can be sold by a chemist and or pharmacist to a patient without a prescription from a prescriber. This is done to make some drugs with little toxicity readily available to the rural community. The CD are drugs that require special attention because they are liable to abuse. They may be subject to specific statutory requirements. Not all prescribers are licenced to prescribed these sets of drugs hence require the addition of the details of the authority on the prescription.
This article makes it easy for prescribers to know the list that each category falls into. It will also help community pharmacist to know the drugs that can be dispensed without many questions. Lastly, it will help chemist store owners and those who wish to start theirs to know the drugs they are permitted to sell. Failure to comply usually leads to closure of such facility by Pharmacists Council of Nigeria (P.C.N)
