Hypoglycemia is very common in diabetics taking antidiabetic drugs. This is the only reason sugary drinks are encouraged. But health experts list it as a last resort.
The best source of glucose in hypoglycemia is hard candy. They are easy to carry and store. Best is that they are easy to digest for that quick blood elevation need. And they don't come along with the negative effects of excess blood sugar. One last thing, it is easy to calculate how many hard candy will be needed to be able to raise the sugar level.
Another source of instant safe glucose is fruit juice and not fruit drinks. Packed with a balanced amount of sugar and other minerals, it does the job perfectly well without side effects.
Then we have the glucose tablet and gel. Just as the name goes, the tablet is like a drug that is easily digested and can be taken when the sugar level drops. Same way too the gel can be soaked up providing some instant sugar level boost in the blood.

It is only when these are not available that we look in the direction of sugary drinks like soda, lucozade, etc. But when choosing sugary drinks to use, go for one with less other forms of ingredients that may be harmful like caffeine.
