The national youth service corps (NYSC) programme comes to an end with the fourth cardinal programme which is the passing out parade (POP)/winding up. It comes at the eleventh month of the programme. The activities that lead to it takes more than a week. It wraps up the service year for corps members (CM).

The first step is to wait for the NYSC director general (DG) to fix a date for the exercise. After that, each state NYSC begins preparation for the exercise.

Before the POP day, the NYSC state coordinator publishes the names of eligible CM who will be passing out. The list is shared in the various community development service (CDS) WhatsApp messenger groups. Attached with it is a list of defaulters or those who will not be passing out. Those people either did not show up for the service or committed a penalty leading to the extension of service year.

Also, the local inspector (LI) through the various CDS WhatsApp messenger groups will share a link for interested CM to fill the NYSC evaluation form B. NYSC will then pass on the information that is needed to collect the nysc discharge certificate.

Items Needed For POP

1. Original copy of Final clearance letter from place of primary assignment (PPA) duly signed

2. Nysc identity card (police report and affidavit in case of missing card)

3. Posting letter

4. Acceptance letter

5. NYSC khaki (7/7)

They may also request for other things. During the Covid-19 pandemic, they requested for facemask to be worn and portable hand sanitizer.

The POP day is usually on a Thursday. It begins with a date specified by NUSC for PPA to release their CM.

Full POP/Winding Up Activities

Week 1 (Monday 19th May – Tuesday 27th May)

i. Job Creation and Awareness Week, Sensitization of Corps Members on Job Creation/Opportunities after Service. This will be done at the Zonal level using relevant officers.

ii. Lectures/Seminars on Job opportunities by the National Directorate of Employment (NDE) at the Zonal level.

Week 2 (Wednesday 28th May, – Friday 30th May)

i. Release of Passing-out Corps Members by Employers.

ii. Registration/Clearing of Corps Members. Information on conditions for issuance of Certificates of National Service.

Week 3

Monday 2nd June

i. Parade Rehearsal

ii. Signing of Final clearance by Zonal Inspectors.

Tuesday 3rd June

i. Parade Rehearsal.

ii. Signing of Final clearance by Zonal Inspectors.

iii. Debriefing/Evaluation of Service Year.

iv. Administration of Questionnaire (Form 4B) on 5% of the Passing-out Corps Members.

Wednesday 4th June

i. Final Parade Rehearsal.

ii. State Farewell Party to be presided over by the Governor of the State.

Thursday 5th June

i. Passing-out Ceremony to be presided over by the Governor of the State.

ii. Distribution of Certificates of National Service to deserving corps members.

Passing-Out-Parade (POP) rehearsals are conducted in readiness for the passing-out ceremony which is usually presided over by the Executive Governor of the State. During the ceremony, those with outstanding performance during the service year are given State Honours Award. For a Corps member to merit an award, he/she must be outstanding in the orientation course, primary assignment, community development service and winding–up exercise.

Those who missed the POP can go to the state NYSC secretariat to get their certificate not later than one month from the day of POP. Those who failed within this period can only collect their own at the national secretariat, Abuja.

Partial POP

Whenever a national programme coincides with POP, the NYSC adopts a different approach. For two years, the POP was done on low-key due to insecurity. Barely a year after a reversal to full POP, Covid-19 came and disrupted the programme again.

The programme during this period is usually a little bit different. CM gets all items and wait for the LI to group them. On the day of collection of certificate, CM line according to their group. Sign and collect the certificate after submitting items needed.

Day 1: Signing of final clearance by Zonal Inspectors

Day 2: administration of Questionnaire (Form 4B) on 30% of the passing-out corps members

Day 3: Distribution of Certificates of National Service to deserving corps members at Local Government level

It is expected that all CM buy the NYSC magazine before collecting the certificate. This is supposed to be optional.

Because of the time we are living in now, there is high likelihood this norm we be changed
